On September 3, 2015, United Kingdom Ambassador Liu Xiaoming at the United Kingdom top BBC brands show "Newsnight" (News night) Studio to accept the host Robert Peston (Robert Peston) broadcast an interview with about 70 Chinese people's anti-Japanese war and the world anti-fascist war victory anniversary of great significance, and answer questions relating to military and economic situation in China. Interview record is as follows:
Peston: today we are invited to Chinese Ambassador to United Kingdom Ambassador Liu Xiaoming. Ambassador, when I think of when I think of a country as large, is moving towards a modern, increasingly wealthy country. Shocking scenes of parade we see today, will make some people think that China has returned to the "Mao era". China is once again sent a message to the world that China is a dangerous and daunting country?
Ambassador Liu: I think you had the impression is wrong. In fact, China sent the message loud and clear, and that is peace. Hard for peace, peace should be cherished, peace should be maintained. China will make its own contribution to safeguarding world peace and regional stability. XI for more than 10 minutes, the President's speech, 18 times in peace. This is China's message. Chinese Ambassador Liu Xiaoming Redskins BBC on parade, the stock market, the China threat
Peston: today, the United States President Barack Obama during his visit to Alaska, several Chinese warships appeared on the high seas near Alaska. This is a coincidence?
Ambassador Liu: I think we today commemorate the first General Assembly and after that I come back to your question. I say peace hard to very few people in the West understand the Chinese people for making much sacrifice in the war. In fact, the second world war begins in China. War of earliest start time, the duration of the longest and the largest number of casualties. Casualties among Chinese soldiers and 35 million people, 1/3 per cent of the world total number of casualties, is the number of casualties in World War II than any other country. 70 anniversary of victory of the world anti-fascist war and the war of the Chinese people as a victory, the memory of the martyrs of the important moments.
Peston: but peace needs: Chinese military keep growing so fast? Last year, 12%, 10%. This is a huge expense.
Ambassador: Please do not forget that China is a big country. Is the area of China United Kingdom 40 times, population is United Kingdom of 20 times. China's per capita military spending is only United States of 22/1, is the United Kingdom 1/9. And China's military as a proportion of GDP decline this year was the lowest in 5 years. As you know, China has a vast piece of land needed to defend, in addition, the Chinese army to assume multiple tasks.
Peston: considering China's current economic growth, I think that China's military spending in proportion to GDP actually rose slightly. You talk about China to maintain a stable, United States Republican presidential candidate Donald Trump said the Chinese want to starve Americans, do you have any comment?
Ambassador: I do not think his remarks on behalf of United States mainstream public opinion.
Peston: but if Trump was elected United States President? This is how likely do you think?
Ambassador: this is a hypothetical question, I don't know how you'd answer hypothetical questions, I won't answer a hypothetical question. But I can tell you for sure, China and the United States to establish a good relationship. In programs broadcast in advance of the interview, you said that China wants to challenge United States dominance, even challenging United States leads the world. This is not China's position and we have no intention of doing so. In achieving their own development in China has faced plenty of challenges and we have no intention to challenge the United States dominance. I think the United States in the Asia-Pacific region should become good partners.
Peston: China parade to display, divert attention from the downturn in China? Many economists believe China's economy is facing serious problems.
Ambassador Liu: I think of Western observers have exaggerated China's economic difficulties. China's economy is indeed facing some difficulties, which is normal in the course of China's development.
Peston: China's stock market capitalization, $ 5 trillion, this is a small figure?
Ambassador Liu: I think the stock market has its own laws. Stock market has its ups and downs, United States stocks as well. We want to see the picture of the Chinese economy. China's economic fundamentals are good. China's GDP growth in the first half of this year was 7%, an increase equivalent to the world's 20th largest economy Switzerland's total GDP.
Peston: XI Jinping expressed the hope that modernizing China's economy, liberalization of the market. Is an important part of the free market, people should be able to express our views on the market. In China, some journalists and Fund Manager on suspicion of manufacturing the stock market panic was arrested. This is very shocking to Westerners.
Ambassador Liu: Chinese people enjoy freedom of speech. In cases where what you say, those who broke the law. China is a country governed by law.
Peston: I said on the United Kingdom market was awful words, than those who said the Chinese market is much more terrible. Do you think United Kingdom Government should arrest me?
Ambassador Liu: those people just comment. They create rumors, causing market panic. Both have different national conditions, and legal systems are not the same. Some acts in the United Kingdom may not be illegal, and in China are different, if the offence is punishable.
Peston: thank you, Mr. Ambassador.
Ambassador: thank you.
